Puzzling Internet Speed Problem

I'm at a loss to explain this problem I've started having...

I'm on Shaw Extreme Internet, which offers up to 6 Mbps down, and 1 Mbps up. All was well until the other day, when I noticed a real significant slow down... 2.4 Mbps down, and normal up speeds. Both the Shaw Java tests, and the Web (SpeakEasy, Cogeco, DSLReports, etc.) showed the same results. 2.4 down, and 1 up.

I called Shaw Support, did the troubleshooting they asked me to do (eliminate the wireless factor & hard wire straight into the modem, try two computers to see if they both get the same result, etc.) and we came to the conclusion that a modem swap was the answer.

So, I picked up a new modem, and now the Shaw Java test shows amazing throughput (over 8 Mbps down, and just over 1 Mbps up). But the web test sites still show the same disappointing 2.4 Mbps down speeds as before I swapped modems.

Since my results are the same with my Airport network, or with a hardwired set up, I've eliminated the wireless part of the equation. But I cannot figure out why the web tests are showing nearly a third of what I should be getting, and yet the Shaw tests are showing more than they promise with this level of service. And why is the upload speed fine, and just the download speed in question?

Sorry for the long rant, but I'm puzzled.

They're sending a Shaw tech over next week. They think it's my cable line that's the culprit, which is hard for me to understand. They say they tested my connection from their end, and they get consistent good results from both web & Shaw tests. They also say my area (node) isn't overloaded and appears normal as far as traffic goes.
I'll wait and see what the tech says.
