Is there anyway to turn off the emoticons under "Instant Graemlins" when replying to topics, but without turning them off in threads that you read? As I type this, the characters are appearing about 20 too slow compared to my typing speed. The half dozen or so animiated smilies are slowing my replies to a crawl as I type posts. What's up with this forum? No other forum makes me suffer the same issue.

yea... I have also noticed this too.... happens way more on my G3 iBook than it does on my G4 MDD.
the answer to your question is no. why don't you just turn them off? by now you must know what lmao means.
Because that's entirely besides the point. I like to have them on in posts, just not in the reply window which ends up coming to a complete crawl when typing a post.
Emoticons add to a post, but are just plain annoying in the reply window.
The Animated GIFs could slow down some older computers (since there are 10 out of the 18 instant graemlins). However if the GIFs are off screen it doesn't slow down the computer.
You can if possible have the window resized so the graemlins aren't visible, or write up the post in a text editor like SubEthaEdit or TextEdit.
The advantage of a text editor is the ability to have your reply on one part of the screen and the thread in another instead, so both are in front of you.
Not a perfect deal, but that is a work around.
