That is exactly what it is supposed to happen If you have the boot volume in Spotlight's Privacy tab.

And I don know how you could manage to "hose your Mac" if you Just follow Apple's directions.

And If it is really not working and not just user input causing any problems, you may have some other areas problems with your Mac y ou might want to check into and get it fixed. It could well be an indication that something else is wrong.

Your choice...

We are talking at cross purposes. Of course, I removed the boot volume from Spot's Privacy tab as soon as I restarted. But no indexing rebuild ensued.

I thought you told me I could 'hose my Mac' (who you callin' a hoser, eh?) by messing with Spotlight's invisible database.

I'm not sure if it's been tried yet - but Onyx has an option to rebuild spotlight without futzing around in terminal. Just make sure you grab the correct Onyx for your version of macOS/OS X
