For someone who can write HTML. or wants to learn, BBEdit. For someone who wants to do the professional thing, GoLive or DreamWeaver, whichever turns your crank - they're both pretty good. You should be able to get demos to help you choose.

Try Adobe InDesign. Its a Desktop Publisher, but, you can save to HTML. Just a fantastic program. I believe you can download a 30 day trial, at Adobe. Also, I agree with Gerbill, Dreamweaver is also a great Html editor.
