Is there some sort of problem with the iTunes store?

I am able to sync my Macbook, but cannot download an app, even though it shows that I am logged into the iTunes Store.
(My credit balance and user ID show at the top right, indicating that I am logged in.)

First, it would 'start downloading' then the dialog pops up asking me for my password, or pops up asking for both the user ID and my password, and with 'Billing Info" in the lower part of the dialog box, but I still cannot download the app, and iTunes just keeps up the vicious cycle of asking for ID and password.

FWIW, I've had this happen before and had to go to my account, then the credit card info and the three number code on the back of the credit card was missing. As soon as I updated that three letter code and saved it, the app would download. It happened only a couple of times, then not now for a very long time.

I appreciate your reply, but
I am trying to download a FREE application.
What does this have to do with credit card information?
This does not help.

Makes no difference. Your billing and credit card information on file needs to be verified, accurate and confirmed.
I got it fixed.
First of all I changed my password and was able to log in.
It still asked for 'billing information'. For some strange reason my telephone number is /was missing. I do not use any credit cards at present.

The last time I purchased anything from the iTunes store, it was with the use of prepaid ITunes gift cards. I had previously purchased music and ebooks using a credit card, but I no longer do so, and once I removed my credit card from the account, all subsequent purchases were free items ... with the aforementioned exception which was paid via gift card.

Actually there is a cash credit outstanding in my account, and no 'unpaid' or pending credit card transactions, either. Other than the credit card information, my billing address and my phone number have not changed. How come they 'lost' my phone number? (One of the great mysteries of the universe, I guess...) <shrug>
