Is there any info out there about whether or not it will be possible to upgrade the logic boards on the current line of TiBooks? If, for example, a portable G5 chip comes out in 12 months, will G4 PB owners have the option to upgrade their chips or will we be stuck having to buy a whole new machine?

It may be possible, but maybe not worth it.
The processor upgrades for laptops are expensive and not always a huge boost, sometimes it is better to wait a while to upgrade the whole thing or at least til the upgrade goes down in price.

Besides, your powerbook will be paint chipped to hell by then (if its anything like mine). There aren't any Titanium Powerbook G4 upgrades apart from HD or RAM swaps. The older G3 powerbooks had the processor on a daughter card but the Ti's are on the motherborard as far as I can tell (probably helps cooling).

That said, the G4 Cube was expected to be un-upgradable and there have been a slew of new products for it (despite its limited distribution).

As for the debut G5 chip, it seems about as fixed as Jean Cretien's retirement date.
