Preview useless with non-English PDFs???

Can anybody take a look at page 3, 4, 6 on this PDF here? http://geo.international.gc.ca/asia/hongkong/pdf/LC-additionalforms.pdf

The Chinese characters are garbled for me. :(

Well, I can't read Chinese, but the characters do not appear to be garbled in any way. You may have a corrupted font.

Tried a reboot / repair permissions / disk repair?

If the problem persists after that, then it's a font problem.

Indeed they are:

Image 1 is from Adobe Reader
Image 2 is from Preview

Substantially different.

I just found out if you turn off anti-alias in Preview's preference, they become "more" readable
Slightly more, but still quite different than Adobe Reader.
Great. Looks like Preview is useless to me then. You can see that in the Adobe version, the characters are nice and square whereas the Preview version is all out of whack.
