We get our custom stamps from BCT in Ottawa, they tend to only deal with resellers, but you might get lucky.

BCT Plant Location

As well try a Minuteman Press or even Kinko's or the UPS Store (Formerly Mailboxes Etc.)
I have a pocket stamp with my P.O. Box address I used to take to trade shows and such. Many other uses as well.

Sterling might have what you're looking for:

Well, I just walk over to Rose's in downtown Saskatoon for same-day service, but you can order online from them if you want.

Making rubber stamps (yes, even self-inking ones) is simple stuff and anyone could set up a shop doing it. A good store should also be able to sell you a DIY kit if you want. You don't need to go halfway around the globe to get one. I find it hard to believe that you can't get one made by any number of local businesses right in Montreal.
