Photoshop question

Not sure where to post this, so mods please move if necessary. I have Photoshop CS3. When I make a box in photoshop, it does not automatically make a new layer for this box. This is a filled colour box. It does this in CS2, I cant seem to find anything that will automatically make a new layer when a box or anything else is added. Hope that made sense.

just making sure.. you mean with the shape tool, right? as in a vector shape.
