Is it possible to use the OS X Mail and Address Book on a machine which only has OS X 9.2.2 installed on it?

You can try a .txt export of your contacts to see if that works? Otherwise when you request an import in OS X Mail I'm pretty sure it allows you to import from OE? You need to have the classic environment running so it can find the app. OS X Mail should handle the rest of the migration.

Sorry, that's impossible, unless you get a programmer to re-create them from scratch. Both of these are Cocoa programs - created in the Cocoa Application Programming Interface that's directly descended from the NeXT API. The best way to enjoy these and other OS X programs is to run them in OS X - OS 9 is yesterday's news.
