My father-in-law has had issue with his iPad that wouldn’t accept any passcodes. He tried erasing and restoring it through iTunes, but, in the process, can’t get past the “Activation Lock.” I suggested he log into iCloud.com and erase and remove the device. It didn’t seem to appear as a device.

Any suggestions from this point would be much appreciated.

Sorry I cannot help, just to let you know you're not being completely ignored here.

Maybe give Apple a call but they probably will not help unless one has proof of purchase and ID such as an invoice or some such.

If it's a new iPad, be prepared. It's security is locked down more so than any access to Fort Knox.

Did he or any other family member write down his password or even a hint anywhere or do a backup with iTunes or iMazing that he could do a restore from. But even those may require a password.

is this the passcode to get into his iPad? Like the 4 digit numerical code?

When I googled I came up with this website. First option looks like it is trying to sell some software, options below give ways to try without buying anything. Have not used it so cannot say if it does work, but nothing looks that out of place to me and is certainly worth a try as the iPad is useless anyways if you cannot get in

Yes, it's the passcode to unlock the iPad.
