Being the adventurous type, I clicked the link, which is broken.

That said, the "look" of "scanguard"'s graphics is very MacKeeper-ish.

Obviously a rat. You were right to be suspicious.

As suggested, a quick google web search gets a few hits calling it a SCAM, and RAT seems appropriate as well:

That's sure more than enough warnings to avoid it like the plague for me, and it's not even listed at normal sites like macupdate.com which usually means it's REALLY bad Mac software.

I'd advise blacklisting the smartwebuser.net site as well if this is typical of their stuff.
But also odd that their "download" link is dead!!!

Another red flag, MAC refers to the MAC address not Mac computers.

MAC address

(Media Access Control address) The unique 48-bit serial number in the network circuitry of Ethernet and Wi-Fi devices that identifies that machine from every other globally. Also used in earlier Token Ring networks, the ID is assigned to vendors by the IEEE and "burned into" most network adapters (NICs) at the time of manufacture.
