Unfortunately, online petitions aren't worth the paper they aren't printed on.

An online petition?
I am writing to the Honorable Monte Kwinter a letter regarding animal cruelty and the Canadian Laws.
I want this to go out as a petition. How do I go about this so that the signatures
come back to me to send as a whole?
I could sent to a bunch of people to start and say send back to myself at say #500 - and then resend stating send back at 1000 etc but not sure this is the best way.
Any ideas are welcome.
Also printing and putting in pet stores, vets etc.
