Not sure about NB, but here in Alberta, a business has to have a business license issued by the municipality or the province. A search which would reveal the registered owners, can be done of either for a small fee.
In most jurisdictions, for sure federally and Ontario, you can run a business without any license. You can have tax numbers and everything for an 'unregistered' business.

You can always trot down to the Pubic Library and check their copy of the "City Directory" for Fredericton. This is reference material that may not be taken from the library.

Information in the City Directory is cross referenced by name, address and telephone number. I haven't checked since the advent of e-mail but that might be in there as well now.

I stopped providing information to the city directory people after I realised how info they have on you and how easy it is to research someone.
