Film negatives transfer to cd?

If this only a handful any good photolab could do this. If you have a lot you might consider purchasing a scanner. Which one will depend on what type of negs you have. The Epson Perfection 2450 which I have, will handle negs or slides up to 4x5 inches and 10-12 35mm negs at a time. If they are all 35mm you may want to consider something designed specifically for neg and transparency scanning.

My Epson Perfection V350 will scan strips of 35mm negatives, as well as 35mm film strips and mounted slides. It's a fairly cheap unit - around $200. If the negatives you want to scan are bigger, you can do it with a higher-end photo scanner.

Whether you want to do this yourself or farm it out would depend on how much of it you need to do, and over what period of time. Might be more economical to send the job out.
