No. The iBook G4s don't have the A/V port. The A/V port was only on earlier G3 iBooks. (Starting with the dual USB version, also known as the icebook.)

EDIT:
You need the Apple Video Adapter to display things on a TV, however the adapter doesn't give you audio out, so you have to run another cable for audio. For some people they won't mind, others will curse the mess of cables that results. (If you call 3 cables a mess.)
