HELP!! Browser decides which websites I can go on

Had a few days of super slow computer operation so decided to run a few clearing programs - malware, CC Cleaner, BItdefender - none found anything.

So ...DH did a diskscan - and all was OK, checked some of the permissions and apparently they were off - so he reset a few.

Now - 3 days later - my Opera browser will not go on the internet - either via wifi or cabled
Safari - cabled - chooses a select few websites that it will go on - others - it just refuses
-wifi- Safari goes on a few more websites - but still fussy about which ones

What on earth is my problem?

Thank you

Details. What do you mean by "just refuses". Error messages? Just doesn't load? Sits there spinning?

Depends on the website - a few of them - it just sits there spinning, others we got an error saying safari couldn't connect. Some sites - it just loaded text - telling me I have to enable Java (haven't changed anything there)

Opera just spun all the time - both wifi and cabled

Is your Mac slow in general, ie also when you retrieve things from the hard drive or only when connected to the net?

I would run a speed test on both google and Ookla just to verify that the link to the net is good.

BTW - I didn't realize that Opera was still a valid browser alternative for the Mac.
But I just downloaded and installed it - it's noticably faster than FF, Chrome or Safari on El Capitan and as far as I can tell all the bookmarks and saved log-ins were imported - also very fast.
