If your provider has a news server...Then you can access them.
You'll need a news watcher program and a news server address.
Difficulty and understanding of getting access depends on the
program that you decide to use.

The fastest interface is to use Outlook in OS9x
I use MT-NewsWatcher 3.2 in OSX

Newest release of NewsWatcher X:

*Note:
In earlier OS's you needed to have uuUndo and YA-Base64 as helper applications.

I've used Thot (http://www.thothsw.com/thoth/) for a few years now and although its $25/US, it is a very good news reader.
Entourage does it OK also.

Unison (http://www.panic.com/unison/) from Panic (the makers of Transmit) is quite a good reader.

Just gave Unison a try and it is indeed a very nice news reader... Probably wil switch to it once the free trial period ends. :D
