Mini and MacBook Pro

I use a Mac Mini as my main computer and also as an audio entertainment control, it uses time machine with 2 raid drives.

We are planning some extensive travel and figure I will use my older MacBook Pro notebook when on the road, I have a 250 Gb SSD that I can install in the MBP to help speed it up. It has not been used in a couple years and I will do a factory reboot and full update once the SSD is installed.

Is there some way I can make the MBP a clone of the Mini (without the entertainment) and then keep the 2 systems synced, when I am at home, without using the cloud?

You could restore from a time machine backup, and then just stay signed in to your iCloud account on both, i think it will keep them both in sync without issue.

Depends on what you want to keep synced. Are you talking about files? Settings?

If files, look in to a program like ChronoSync. If settings, just use iCloud, it doesn't take much data.

I hope to keep programs and files synced so that the desktop looks the same on both systems.
I have avoided using iCloud but guess I should learn about iCloud before I make a decision.

You can have the Mac App Store keep programs that come from it in sync. Other programs you'll have to deal with in other ways as some need to have installers run.

iCloud will keep your desktop synced. It does mean copying to and from the cloud so if you are bandwidth/data cap limited you may not like that. High Sierra has a caching feature in the "sharing" preference panel which may save you some data usage. Not sure.

I am learning, my internet is via satellite and speed and band width limited so iCloud does not seem to be a workable option at this time.
I will clone my mini to the new ssd and install that into the MacBook.
I will keep them synced as best I can until iCloud becomes an option.
