Upgraded to High Sierra the day it came out and now on 10.13.3. Ditto for the new version of CCC Version 5.0.9. Been using both on my clone external HD and external Time Machine HD backups without ANY issues for a couple of weeks now and have gone back in TM many times to retrieve material. YMMV.

Don both of your back-ups are to normal HDs which would be formatted to HFS+. This should work just fine.

As I read it, if you were using a secondary SSD drive formatted to APFS you could then anticipate big time problems with either back-up method.
