Could happen to ease traffic on iTunes for the iPad 2 Launch Date. I really hope that the Gen 1 iPad will tether via bluetooth on an iPhone 3GS. I don't really need a hotspot, but I hope that the update changes Bluetooth networking on an iPad to allow it.
Steve and the others said March 11th over and over, also when iMovie and Garage Band for the iPad are available, it is all to coincide with the availability of the iPad 2.
The update went well, personal hotspot is there and works Also of note is that when you enable it, it (rightly) automatically turns off your Wifi connection (if you were connected to a wifi network). When you turn it off Wifi comes back on and re-connects you. This didn't happen when doing internet tethering and it didn't happen when using MyWi.
At first glance everything seems to be working fine. I don't notice any speed difference with Safari ... but it's hard to tell on a phone, might be more noticeable on the iPad.
Did they add gestures to control iOS? I saw a video a few weeks back, a demo, not sure if it was real or not, of some neat gestures that could be used to navigate iOS, on the ipad.
I did notice what seems to be an extra step in the process of updating (while it was just running on my iPad) ... not sure if it was there before iTunes 10.2 or not, but there was now a "Verifying the update with Apple" step. Maybe this is an attempt to keep jailbreakers from using modified updates?
Of note I tried a couple of "wifi only" apps and they worked just fine. I also tried the Plex iOS app (which is terrible of straight 3G due to restrictions set by Apple) and it worked awesome, no more crappy forced low res video and my iPhone 3G was more than fast enough to serve me a decent looking video stream on my iPad in fullscreen mode, w00t!
iPad should be finished updating in a couple of minutes.
I'm soo happy to have the ability to use the switch for orientation lock again. The update went smooth, took a couple of minutes longer than it did on my phone, but still only took about 10 minutes total (not including the download). I don't readily notice a big speed bump in Safari (but I didn't really find it slow before this update either).
I dont notice any huge improvements. Safari seems the same on both iPad and iPhone 4. I thought we were going to be able to transfer music and video wirelessly with homeshare from our computers to our iPads/iPhones, but it seems I can only play music from them. I was also hoping for gesture controls, nothing of course as they didn't mention anything when they announced it. All in all it doesn't feel any different then 4.2.1

Home Sharing was described as just that - streaming audio/video from your computer (via local network) to your iDevice. Nothing was mentioned regarding Transferring files. (Though that may be coming, as Apple irons out rights agreements with the record companies for a "buy once, download everywhere"-type agreement where you can download any iTMS media you've previously purchased to any device, anytime you want to).

Gesture controls are there, just hidden. There's ways to enable them with plists and such (but they mostly require jailbreaking, or a Developer Account and xCode.
Application updates aren't so smooth. Got warning messages during update that I had already purchased the app and that if I wanted to download it to purchase it again (this was after I had hit update and entered my password). Two applications so far have done this to me, and when this happens they also fail to finish the installation process, remaining greyed out until a reboot or another app finished installing. This was on my iPad.
On my iPhone I have had issues with visual voice mail (it took a full 3 minutes before I was able to actually press play on a voicemail that was already listed in the app). An image sent via SMS crashed the SMS app (3 times in a row). After a reboot I could open the message and view the image.
Maybe just the luck of the draw, but it seems to me like it might have been a bit rushed out the door.
Also changing between 2 iTunes accounts was problematic ... the changes weren't reflected in all the apps. For a while I was stuck in a loop saying "This account is only good for purchases on the Canadian store, clicking ok will take you there" .. click ok ... 3 seconds later, same popup again ... this happened about 3 times in a row before it finally just gave up. I then had to go through the process again as it thought I was still logged in with my other account. I tried this on both my iPhone and iPad and has issues with both so I suspect there may be issues there. Also when logged in to the iBooks store with my Canadian account it still showed me books that are only available on the US store. I had to reboot the iPad in order to get this sorted out (and I had already forced the iBooks app to quit a couple of times but it didn't seem to take).
