Apple audio book not syncing position across devices

I was gifted a few audio books last week. I started listening to one at work on Saturday on my iMac running Mojave. I packed up for the day and was in my car and wanted to continue on listening through my iPhone 11. When I play the book it starts right at the beginning, it has not synced the location from iTunes.

In iTunes "sync playback information across devices" is selected in preferences. Am I missing something here? Audio book played in iTunes on my iMac, wanted to continue on my iPhone playing through books app as I could not find my audio book in music.

Audible does this so well and what I normally use. I am hoping there is something I need to select to get these synced.

I think that it is the lack of audio decoders. Try download and install.

lack of audio decoders? Not sure what that even means and yet I am sure it can't be the case. This is an audio book purchased from Apple and being used with Apple products and software. I think it is more likely that iTunes and Apple Books on the iPhone do not talk to each other. I tried looking at Books in MacOS (Mojave) and it does not show any audio book purchases I have made, logged in with the same Apple ID. I wonder if this is something I need Catalina for.
