Iphone 4S Ios 9.3.5

We have a new iphone 6. It seems to be able to let my ipadmini 2 pick up calls and messages. However, we've been trying to get our iphone 4S (no sim card) to pick up calls as well.
I can't find any setting that would work that

We did try to pair the phones - but they are both lost - that circle just goes round and round

Suggestions?

Uh, no sim card equals no phone capability. Thus no way can you pick up calls.

Not sure an iPhone 4S is even capable of same due to no software capability to participate in that process. I use my iPhone 4S for music only. My iPhone 8 Plus of course does all this.

Try this:

Go into Settings > Cellular (or Phone) > Calls on Other Devices.

You probably have to be signed into the same iCloud account.

It's possible that the 4S does not have a recent enough operating system.

I can pick up calls on my Mac and another phone signed in to the same iCloud. If I had an iPad, that would work too.

Receive a call: Swipe or click the notification to answer, ignore, or respond with a quick message.
