Is 'Download Later' on iTunes Store available in Canada?

I wanted to try the 'download later option' on my iPhone 4 while on 3G but could not find it. Has anyone found/used it in Canada. here's a link to the story when it was announced:

My understanding is that you must purchase an item* to get the prompt - it's not an option you enable/disable in Settings. Canada is on the supported list of content in the cloud for iTunes purchases. (Movies / TV Shows / Music.)

*...including movies, individual TV show episodes, TV Season Passes, and completed seasons.

Maybe it doesn't work when renting. I tried to rent the Dave Grohl Sound City documentary but didn't see any options. It actually gave me the "You must be on wi-fi" warning.

It does not apply to renting.
