I'm feeling a bit dim here, and sorry if this has already been answered, but can I use iMessage on my iPhone (slight deviation from the question) anywhere in the world for free?

Assuming you're on WiFi and not cellular data, yes.

Did you try resetting network settings?

Settings > General > Reset > Reset Network Settings

Yup, didn't make any difference. I'm mostly wondering now if this is an iPad issue or a Rogers issue?

Turns out it was an iPad issue. Apple store replaced it for me and the new one is working fine now. Yippee!
