Safari restores cookies immediately after deleting

Hi there,
So I'm pretty frustrated right now. I'm using Lion 10.7.4.
My cookies are out of control and weird web pages keep popping up without browsing to them!

But I have cleared my cookies, reset safari and it STILL keeps happening! What am I missing?

My privacy settings are set to block cookies from third parties. I will delete the cookies and 2 seconds later they are back.

Any help would be greatly appreciated.

Could be a different application with embedded Safari browsing other websites. Do you have examples of these cookies?
