Why would a plave claaed charger4U Canada sell an adapter with a UK plug on it and sell it through amazon.ca???

Most AASP will sell the power cord on its own for about $5-10. Alternately Amazon, et al, sells third party for around $3.

I've always thought because it's best to ground the power supply, if you can, however, it's not always available (on the go!), hence the 2-prong duck head.

It's not really an option to have a ground (or not) for a specific device.
The groung connection is a safety feature and if a particular device requires it because of the design, it always requires it - it's not a "nice-to-have" item.
The requirement for a separate ground is basically determined by the mechanical construction of the device.

So in case of the Mac power adapters, the design is such that a separate ground connection is not needed, thus the two-prong duck head and providing a three-conductor cord just creates an unnecessary restriction.
The Apple adapter at least provides a metal button where the power cord attaches to the adapter so the ground is carried through into the adapter but have seen third-party adapters where that button is made of plastic which isolates the ground connection completely.
