Assuming I have Tiger on one of these laptops; I can still run Classic for any OS 9 needs. Is that any way better or worse than natively booting into OS 9?

It's been a long time, but I recall that there were a few minor issues involved in running Classic. Occasional font glitches mostly. I also remember that a few OSX applications--mostly games and third party stuff--would initiate Classic mode in error. I don't recall any real problem in running the actual OS9 applications in Classic.

Native booting is always a better option as it maximizes compatibility and speed. I have Tiger and OS9 on my 400mhz Pismo and always prefer running OS9 direct rather than through classic as it is a lot faster. Some software may not work under classic, but most are older programs designed for Mac OS 8 or earlier (at least that is my experience).
