good photo manipulation program for this

yes, check it out
and I've thought about PS but that's overkill for just two pictures
PS Elements maybe, but I'm unemployed right now
have found a bit of stuff, but nothing that can fix this

try photoshop.com for an online attempt -- it's free, can't hurt.

One of the PS gurus here might be able to help for just two pics ... if I get a chance later I'll give it go.

Photoshop Elements 8 is now available as a download for a 30 day trial. I'm not sure if it is crippleware or if it's the full deal but you might want to consider it.

This is from the leading edge of the film so not all of the dye layers are fully developed. Copy me privately I should be able to help with this (no charge).

Elements trials are usually not crippled but expect a humongous down load probably over a Gig.

Graphic Converter may also be worth trying.

Here's an equally "quick n dirty" method, since I don't have the time (or, truthfully, quite the expertise) to devote to the method linked above: what I did here was separated the picture into channels, the blue and green ones weren't badly damaged so we threw out the red, merged in the green (at 20% opacity), crop and here ya go, a nice (but now grayscale) patchup:
