Yes. This means HD2 is the designated TM backup drive, and is mounted. All perfectly normal.

Because TM doesn't auto-dismount/auto-remount drives. Since different drives can require drivers to "sleep" the drives, TM doesn't attempt to cover this.
The fact that the drive icon appears is either something you didn't previously notice, or you recently re-set HD2 as the TM backup drive.
