Unhappy Network Problems

My computer a iMac G5 has been running very slow lately ,it doesn't seem to make any difference if I am surfing or trying to watch a streamed movie,
So I decided to check my Network settings,but I am unable to-I get a message that says my Network settings have been changed by another application,Anyone run into this problem ??If so what did you do ??
