Photocasting question

Well, after trying to figure out how to do a photocast, I was disapponted to find out that I can't do it with OS X 10.3.9. I guess I should have read the fine print! My question is, do you need 10.4 to subscribe to a photocast? I'm considering upgrading to 10.4 so I can photocast, but my relatives who would be subscribing to the photocasts don't use 10.4. I know they say all you need is an RSS reader, but I want my parents to be able to use iPhoto. I just convinced them to upgrade to iLife '06, but I don't think I can convince them to do the 10.4 upgrade.
