Connecting Win98 pc to existing wireless network

I need help trying to connect my cousins Windows 98 to my existing wireless network. I have a Airport Express with the latest firmware installed. I have installed a belkin wireless G card into the PC and on the software for the card it says it is connected to the base.
But when I try and connect it to the internet it is not working also I can not renew the IP address.

The IP autoconfig address is 169.254.50.247 Subnet Mask 255.255.0.0 no Default Gateway is showing up and the DHCP Server is @55.255.255.255 I have searched online to try and figure out what is wrong and I know that the computer IP is wrong and also when i try and renew the IP i get this error message: DHCP Server Unavailable Renewing adaptor ""

Also the pc will not let me install the Airport admin for windows. I know its not strictly a mac problem but i am hoping someone will be able to help me because I am totally stuck. I have an iBook with 10.4.2, everything up to date.

169.x.y.z means that your computer is NOT receiving an IP address from the router
win 98 sucks, pure and simple

you could fool around with wireless on a win98 machine for hours, if not days, and still not get it to work

just use a wired connection (i.e. ethernet cable)
it will save you tons of time

I have been fooling around with it for days and I am seriously not a windows person at all. I wish that I could have the option of having a wired connection unfortunately I do not. Does anyone have any options on what I can do?

I've got a couple of older PC laptops running Windows 98 and older Belkin "b" wireless PC cards. I don't recall having any problems getting them set up and running.
Do you have MAC address filtering enabled for the Airport Express? If so have you added the Belkin card to the list?
Another possible problem is WEP settings. Are the Belkin card and Airport Express set up the same?
