If your friend is on your network.. and has iTunes. Then Yes. He could stream to your speakers.. only not at the same time. It would have to be at different times.
I'm not sure I understand the concept of your "wireless radio" idea. Are you just talking about AirTunes? Or something completely different?
PS: The Express will always flash Amber until you have Internet running through it.. it's the only time it will turn green. Since you're not running your Internet connection through it.. it will be Amber.

My real goal is for my Mac mini to play BBC radio and then send it wirelessly to my Airport Express elsewhere in the house which is connected to my stereo receiver.
Right now I can hear the BBC via Real Player through my desktop speakers but I can't get it out (wirelessly) to my AE and hence to my receiver.
You will not be able to connect to the internet using your neighbors signal and then stream to the AE. You have to be connected to the AE to stream to it. The only way to stream internet radio to the AE is by having internet access via the AE or have multiple Airports connecting together to provide both internet and AirTunes. I have multiple AEs set up so that they hand off to each other as signal declines from area to area. No matter which AE I am actually connected to, I can stream to either one. Only one of the AEs has physical link to the internet via ethernet, the second one connected to my stereo connects to the other on its own and provides both internet and audio streaming.

Unfortunately, BBC World Service doesn't stream in a compatible media for iTunes... so no, there is no way to have it connect through iTunes.
There is a program mentioned earlier in the thread, called Airfoil. www.rogueamoeba.com which will allow you to route any audio from your computer to your express, this way, it would run off of Real Player, or even your whole computers audio. Offhand, it's the only application I know of that would do the job.
Networking: As Macified mentioned, You will not be able to get internet from your friends wireless.. unless he has an ABS or AE (certain Linksys exception) himself.. and you use it in Bridge mode. The only other way is to hard wire.. which probably isn't probable in your case. However, if he joins "Your" network with his wireless card.. and has iTunes, he should get the same "Speaker box" in iTunes that you get. However, this will not give you internet access.. as he's no longer connected to his internet anymore.
If you can afford the extra bucks, get another AE and set them up like I have.
AE#1 - internet via ethernet
AE#2 - setup to extend the networking from AE#1, connected to stereo
Connect to either from your Airport capable computer and you are all set.
As previously mentioned, you could try to setup your AE to bridge from your neighbor but it isn't likely that his setup is compatible with your AE. You could always try. Go into your AE setup and instruct it to extend an existing network selecting your neighbors network from those available. If it works you're laughing. I would recommend aksing your neighbor for permission (I know I would share with my neighbors, but not everyone would).
Also, look into Airfoil from rougeamoeba.com so that you can stream content other than iTunes if necessary.

You know, whoever this neighour is who's bleeding his/her internet connection in the neighbourhood they must not have an ABS or AE because although my Mac Mini finds a signal it can not identify the sender. My computer has automatically named it "default" but when you scan for network's in the AE set up assistant it can't actually find out any info c. the 'default' network. Even if you press, 'scan' it picks up nothing as if no other network device were even out there. I assume this is because I'm an Apple and they are a Windows machine and there's only so far the two systems will interact with one another.
You aren't interacting with their computer (although you probably could). You are sucking their signal and bandwidth.
