What computer did you install it on? The 10.2 disks won't put OS 9 on there too. In order to have Classic you will need OS 9.2.2. Depending on which system you are installing on, you may need the original disks that came with that computer. A lot of recent systems won't allow you to install OS 9 from a retail disk. It must be done from the original disks that came with the system.
I just finished installing 10.2.8 from cd on a new system.. is classic installed as well, or do I have to install it from my 9.1 cds??
No - you have to install it from the 9.1 CD and upgrade it to 9.2.2. Actually it would have been easier if you installed it first. And if you can copy the files from another location, even easier.
