Font book will not start

This is frustrating. I am trying to launch Font Book this morning and nothing. Went to my console and this message appeared,
2005-03-09 10:45:35.954 Font Book[478] Unable to load nib file: MainMenu, exiting
This has started after I update with the Mac OS X 10.3.8 Combo update.
I tried to run Pacifist and install the .nib files, then tried a fresh install of the Font Book from the OS X 10.3.8 package. Nothing. Also, the 10.3.8 update installs new apps in the default folders, but doesn't replace or update the older versions? Generic icons were placed in my Applications folder? weird.
I did move and replace some of the generic icons thinking I just had to do it myself. I think I messed things up good. Please tell me I dont have to do a System restore?
