As a rule, back to school season is the best time since the rush on computers at this time of year is mainly driven my students who are fussy about price. January-April is the worst time since it's fiscal year-end for many large companies and governments...many of which hold off until March 30 to place their orders so they cam spend the balance of their budgets before the money's gone. Knowing this, some markets adjust their prices accordingly.

Bear in mind that these are just my observations...your mileage may vary.
