Can anyone recommend a Mac application to view this file type.
It's sent from Explorer but I cant open it with explorer

It's a plain text file, so you can open it up with near anything. And as Bertrand said, it is created using Forms from the web.

Hello,
Yes, you can open it with any word software but it's very unreadeable,
All fields of the web form are stiked together separate by some "&", all accent characters are transformed.
In fact it's unreadable and it's very difficult to import results of form without some translator software.

Thanks everyone, I was able to open it.
I downloaded it at home on my daughter's computer and Excel opened. I also was able to open it with Text Edit.
I should have thought of trying Text Edit before, but when it said it was from Explorer I assumed Explorer would open it.
