Sub HMCS Windsor back in water after 5 years

The Canadian Forces says the sub will be lowered into Halifax harbour either Thursday or Friday. A source tells CBC News it could even happen Wednesday, depending on weather and other considerations. Windsor has been in drydock since 2007. A refit was supposed to take two years, but it dragged on and costs skyrocketed. In 2010 alone, the Canadian navy spent $45 million repairing Windsor when it had budgeted to spend just $17 million, according to documents obtained by CBC News last year.
