I don't get it. The lender stopped providing funds for the developer? The City is stepping in to provide the funding for the developer?

Why is this Athlete's village project not as straightforward as the other facilities?

I can understand the security costs rising (costs to mount exercises and drills), but aren't these construction projects subject to delivery and timeline penalties to the developers? This was to be the protection to the budget (outside of the raw material costs rising last year - steel prices went up with worldwide/Chinese demand).
