That smaller cabinet that Harper lauded for has been augmented by "Secretaries of State" - apart from sounding very American, I wonder if they will admit they were wrong to start with such a small cabinet.
They are an established part of the Westminster system. As for the size of cabinet...meh. It largely reflects a balance between a political statement and patronage. The balance shifted.
