In South Africa HIV/AIDS has hit upwards of 25% of the population. Increasing the use of condoms has been a major goal of many agencies.
Surveys have shown cultural and attitudinal barriers, but also the usual "it spoils the mood" thing because of the time it takes to get "dressed", as it were. A local firm has addressed this with a cool new product. Have a look, especially at the demo, and the ads, which have a political flavour:

Back in university we had a "Sexual Awareness" week in residence, where a number of people would deliver various talks addressing various areas of sexuality & relationships. Our perennial favourite was this gal who would talk about STD's, birth control, etc. She would demo how to use a condom as part of foreplay, not as simply "getting dressed", with a banana and a condom.
Wow...
OTOH, for those who have not had the pleasure of an alternate demo, this seems like a good (quick) idea.
The ads are particularly cheeky. The first one picks on SA's former deputy president, who stated that showering after sex with an HIV carrier was the way to protect oneself from the virus ( )..hence the ad character's comment about showering.

How many people have multiple partners?
How many continue to have sex knowing they have HIV?
How many don't bother getting tested for HIV even if they have the option to?
How many refuse to use protection?
Doing any or all of the above is plain ignorance and an on-going contributing issue as to why HIV and AIDS is rampant in the region, and, even in developed regions, like North America.
Yes, there's rape, too. But there's plenty of consensual sex that takes place that really shouldn't be.
Obviously, I exaggerated with my statement, but in all seriousness, there are a lot of 'at-fault' people for spreading the disease.
In my opinion, every person should have full access to HIV testing facilities. You get tested, and if you test positive, you should take self-control to refrain from having sex. Likewise, before any two people engage in sex, both should be tested for the virus, or any other STD/STI, for that matter. Disagree if you wish, but I'm just stating common sense - especially in a region where it plagues 25% of the population.
I find that the best solution is to do less 'protection' promoting (which doesn't always prevent spreading the virus), and do more in getting testing facilitates available to all people there.

Perhaps (but only perhaps) if you were speaking of prosperous region with reasonable standards of education, health and law, your comments might be considered well thought out. Since you are not speaking of such a region, one can only wonder where you gain your insights.
Much of Africa is impoverished, and suffers from the breakdown of traditional laws and societal norms. Consensual sex means something quite different for much of the continent.
Sure, restraint and responsible decisions will ease the spread of AIDS. Many organizations are working towards these ends, though there is a long, long way to go.
But the way I read your posts, you seem to imply all these people know better, and all of them have a choice. This is simply not the case.
