FWIW, this is only on the retail version. According to the EULA versions that are OEM (meaning you get it with a computer) can NOT be transferred to another computer.

That said two versions (the two least expensive versions, Vista Home Basic and another) are not allowed to be used in Virtual Machines, meaning you wouldn't be allowed to run the version in Parallels or something similar.

At some point it need to be seen if these restrictions are actually legal. Just because it is in a EULA does not mean the EULA is itself a legal contract. Infact it is my understanding that most EULAs are in most jurisdictions at least partially unenforceable.
