No, it's business as usual kind of behaviour.
Some Windows machines never fail, some always do.
You might have a virus--actually, you probably do, but I mean you might have one causing this problem in particular.
There might be power issues, or RAM issues, but simply visiting the wrong webpage could infect your computer with a virus that will make it behave this way.
If your computer still acted like this after a clean re-install of the system software, I'd look for other issues. But keep in mind that most PCs are infected within a few minutes of connecting to the net, no matter what antiviral they have running.
