From the buyer's stand point it is slightly dangerous. You are guarenteed to get a box...but who knows what is inside of it. CP makes you hand over all money before you can open the package.
I think I'd still prefer COD over paying all the money and then hoping they send you the item...local pick up is always best though.
The seller is taking a bit of a risk on COD as well though; if the buyer changes their mind at the last second and decides not to pay for the item, it will be returned to sender (the seller) and they will have lost the money they paid for postage.

Not only that, but if "Cash only" isn't specified a fradulent cheque can be used as payment.
