Just noticed under the US Apple site Dictation is listed as a feature but it's missing from the Canadian site. Not a big deal for me personally but does that mean its only offered in the US? And does it operate like Siri with the brunt of the work performed on the Apple servers?

I suspect the problem with implementing Siri on any iPad is that you need a constant internet connection. This is fine with a 3G/LTE model but not with a WiFi only model. Not sure what they're planning to do about this.

I can't see why it would only be offered in the US because they have voice dictation on the iPhone 4S here. Also if it works anything like the voice dictation on the 4S then an internet connection is required in order to use the feature as I have just tried it on my 4S and an internet connection was required, so yea just like Siri it uses the Apple servers.

It will be offered in the canada, Maybe the time will be late than US.

I dunno. Siri fails at least as often as it works for me at the moment. Maybe that's not the particular feature you want to trumpet, especially as it's still officially a beta version. I can imagine Steve Jobs' view on this: What is Siri supposed to do? Can anyone tell me what Siri is supposed to do? Then why the f*** doesn't it do that? Still a few kinks to work out. At least dictation is a one way street and doesn't require the iPhone to provide you with an intelligent and appropriate response. All in due time, as Mr. Roarke used to say.
