Nah, It's about right.

It really is an overreaction to an event that normally happens during maintenance. In daylight, it would be barely discernible from the normal 24/7 pilot flare. For this reason most plant operators chose to schedule known excess flaring events during the daylight hours to reduce neighbor alarm. So why did Esso chose this time? Maybe it wasn't so "routine".

These bigger than usual flares can also happen during plant/refinery upsets where something unusual has occurred operationally and if the situation warrants, for safety reasons, the plant/refinery will temporarily go to full flare, until pressures/feeds are stabilized.

We get a flare like that about once a year at a not so nearby Shell plant. Lights up an entire quadrant of the night sky. And yes it is scary.
