It looks like extreme Internet throttling still alive and well in Canada according to this article. This is a horrible practice that must stop.

It's on its way out. Rogers has committed to removing throttling by the end of 2012, and has already removed it in many areas. I believe Bell is doing the same thing.

That's what they say; however, Rogers has actually introduced throttling to my business internet account. I switched to their business service in part due to their promises of no throttling.
