Yes. Create an Apple ID within the App Store on the device.

K thanks, she saying that it keeps asking for a charge card. I told her to select none on that part, but she said there is no none.

Apple is usually pretty good about hiding the none. Try scrolling down and/or to the right.

In order to sign up without using a credit card, you need to purchase a free app from the App Store. Doing this on a computer with iTunes should be much easier. After that, it should prompt you to login or create an account. Create an account & go through the prompts. After reaching the payment page, there should be an option to choose "None" as your payment option. If you ever feel the need to purchase apps later on, iTunes Gift Cards are a great way to add credit to your iTunes account to buy apps, etc without using a credit card.

As an aside, it seems Apple lets your remove your credit card info after creating an initial iTunes account with credit card info. I noticed an option to change the payment option to "None", so I guess Apple will let you do it afterwards? Not sure why they don't make it easier to make an account without a credit card, but its seem logical (credit card = more likelihood of purchases).
