App traced stolen laptop to an address, but info doesn't justify search warrant!

Of course it isn't enough to justify a warrant. It would be totally absurd if it was.

All they're designed to do is give the cops a look in the right direction.

Someone's expectations were bit too high. It makes sense the cops can't get a warrant and that they'll still have to do some investigation. Hopefully she has a record of ther serial #. Should be on Apple's site, if it's new and under warranty. I assume she also reported the theft/break-in last week?

Oh, and the laws are perfectly fine.
